The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s vision is to support the people and Government of Timor-Leste to build and sustain healthy, educated and prosperous individuals and communities, who live with dignity and determine their own future. PHD brings together, under one program, what were previously eight separate Australian Government investments in health, education, sanitation, water, nutrition, gender equality, disability and social protection.
The long term vision for the water sector in Timor-Leste is that the proportion of Timorese without access to sustainably maintained, safely managed drinking water at the household level, free of faecal and priority chemical contaminants is halved in target areas by 2026.
The Position
The WASH Monitoring & Evaluation Officer – Bobonaro is a key member of the project team and will assist in leading discussions on beneficiary feedback to improve program implementation and results delivery. The position will coordinate with partners to improve and develop data collection tools, oversee the monitoring and data collection of the initiative, manage monitoring and evaluation data and provide mechanisms for disseminating and discussing data, train and mentor partners in ODF and Hygienic verification processes, and participate in evaluations as needed.
The ideal candidate will have relevant qualifications and substantial experience in monitoring and evaluation of community based projects; with excellent computer skills including excel, database development and management and GIS skills (familiarity with ODK, Formhub, or mWater preferred) and excellent report writing.
PHD is a 5 year program to 25 April 2021. This position is available for 12 month contract duration with possibility of extension based on individual performance, approval of program budget and alignment with ongoing program work plan.
