Chemonics International, a leading international development consulting firm based in Washington, D.C., seeks a policy reform specialist for the anticipated USAID-funded Private Sector Development Project for Tourism in Timor-Leste. The four-year project will aim to improve sustainably and inclusively develop and expand Timor-Leste’s tourism sector. Additionally, the activity will improve private sector competitiveness in the country’s tourism sector through environment-friendly use of natural resources and developing price competitive venues and destinations, thereby facilitating inclusive job-creation for the rapidly growing population. The position will be based in Dili. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Position descriptions include:

1) Policy Reform Lead: will support the development and drafting of laws and regulations to increase the competitiveness of businesses, particularly in the tourism sector. The specialist will review, recommend and advocate Ensure that institutions, policies, and laws are in place that will facilitate the implementation of the National Tourism Policy. The candidate should have experience working with the government to draft, pass, and enact laws that encourage the development of the private sector and promoting new policies with input from industry operators, education and training providers, and relevant ministries.

2) Tourism Lead: has an overall responsibility for increasing demand for Timor-Leste’s unique tourism offerings. He/she builds institutional relationships with airlines, cruise ships, travel agencies, and tour operators to promote increased tourism. Oversees marketing efforts including familiarization trips (FAM) with journalists and trade show participation. Facilitate and improve marketing collaboration within the tourism sector, conduct working sessions to identify key marketing problems, establish plans of action to address these problems, and launch marketing campaigns. Lastly, he/she will promote sustainable tourism projects which involve private sector resources and participation by local communities, local and international NGOs, and associations, among others, that serve as replicable models of sustainability and best practices.

3) Community Engagement/Environment/Gender Specialist:  Candidate should have small business or eco-enterprise development experience for the promotion of environmentally sustainable commercial practices. Ensure that all necessary routine and ad hoc reporting on gender activities provides a timely, high quality, and accurate reflection of the project’s progress toward its gender equity goals and objectives.

4) Monitoring and Evaluation Expert: will be responsible for the reporting and quantifying of direct and indirect Program results and for overall monitoring of the performance monitoring plan. Lead all data collection efforts required to generate credible and reliable information on program impacts. Work with Program team members and USAID, and advise the program’s Chief of Party (COP) and Component Leaders on all matters related to PMP monitoring and reporting, informing program activities that they can be measured and contributing to Program results in alignment with the PMP.

Qualifications:

• Minimum a Bachelor degree in tourism, legal studies, policy, marketing or a related field; Advanced degree preferred;
• At least 3-5 years of experience in the aforementioned technical area;
• Strong analytical and problem solving abilities;
• Strong interpersonal and communications skills;
• Familiarity with USAID and/or other donors is a plus;

• Fluency in spoken and written English required. Fluency in Tetum, Portuguese, and/or Bahasa Indonesia is desirable
• Demonstrated leadership, versatility, and integrity.
