WORKFORCE DEVELOPMENT PROGRAM TIMOR-LESTE (WDPTL) IT OFFICER (LOCALLY ENGAGED POSITION)

Workforce development is crucial for Timor-Leste’s economic growth and sustainability. The Government of Timor- Leste is committed to improving human capital in Timor-Leste in both the public and private sectors and at all levels of qualification from vocational to tertiary. With a large increase in the available workforce each year, increasing skills in targeted areas is critical to leveraging economic opportunity and meeting the nation’s service delivery and economic expectations.

The Australian Government’s aid policy – promoting prosperity, reducing poverty, enhancing stability – underscores the importance of a skilled population for the growth of an economy. In particular, it states that Australia will prioritise skills for growth, by improving access to quality assured technical education and training, which matches the needs of the private sector. The new Workforce Development Program Timor-Leste (WDPTL) will support these objectives through three Components: Australian Scholarships and Alumni support (SAS), Skills Development and Employment (SDE); and Human Resource Development activities for emerging priorities to provide a range of technical and grant assistance including evaluations and designs for a new English language program, Australia – Timor-Leste English Language Program (ATELP).

The Workforce Development Program Timor-Leste (WDPTL) is seeking an IT Officer to provide IT support and day-to-day management to the project to ensure effective and efficient operations of the ELC and WDPTL. The role will interact with project employees and vendors supplying services to the project and public users. The role will work closely with and be supported by Palladium’s corporate IT team, based in Brisbane.

Essential Selection Criteria

Degree in computer science, telecommunications, business administration or other related fields, with strong specialization in IT;

Minimum 3 years-experience in international organizations in the area of the information and communication management, IT infrastructure program development, implementation and coordination, including web design, database development, systems management, internet/intranet systems, and IT training

Possess good time management, work planning and prioritisation, and the ability to adhere to strict deadlines

Ability to quickly understand complex problems and devise effective solutions, take initiative, and apply technical skills as necessary

Ability to work and communicate effectively with individuals and teams across all levels of the project

Comprehensive understanding of Microsoft Windows server and desktop Operating Systems and extensive Knowledge of computer hardware;
