Location : Dili, Timor-Leste with possible travel to the municipalities
Background:
The Australian Government’s aid policy – promoting prosperity, reducing poverty, enhancing stability – underscores the importance of a skilled population for the growth of an economy. In particular, it states that Australia will prioritise skills for growth, by improving access to quality assured technical education and training, which matches the needs of the private sector.
The Workforce Development Program for Timor-Leste (WDPTL) supports these objectives through three components: Australia Awards Scholarships (AAS), Skills Development and Employment (SDE); and a flexible facility which can respond to DFAT’s emerging needs (primarily to support English training at post-secondary level). The Program is managed by Palladium International on behalf of the Australian Government.
The Position:
The Communication Manager will reporting to the Deputy Team Leader (and Team Leader when required) and working closely with the three teams; Scholarships and Alumni Support Coordinator, the Skills Development and Employment Manager, the ATELP Coordinator and the Monitoring and Evaluation Coordinator, and the Australian Government’s Aid Program Office in Timor-Leste, this position will assist with communications and public relations activities and with dissemination and reporting requirements.
The primary responsibilities of the WDPTL Media & Communications Manager, is to collaborate with and support WDPTL’s Team Leader, Deputy Team Leader/English Language Specialist and Senior Manager in the implementation of all agreed communications and reporting activities.
Essential Selection Criteria:
Tertiary qualifications in Communications / Public Relations / Journalism / Marketing or similar area of expertise are required with vocational qualifications in graphic design, and experience using digital communications tools, platforms and web content management systems
Experience in managing development and implementation of media and communications strategies
Experience with media and marketing design, graphic design and digital communications
Demonstrated knowledge of Timor-Leste media distribution networks
An understanding of the social, cultural, political and institutional factors affecting development in Timor-Leste including gender and disability inequalities
Work planning and prioritisation including ability to show initiative, to be adaptable and dependable
