Plan International Timor-Leste

VACANCY: COUNTRY COORDINATOR

The Country Coordinator will succeed the current international Country Director, who will retire later in 2017. She/he will lead and manage Plan International’s programs and operations in Timor-Leste, and will represent Plan International in relations with Government, communities, Development Partners and national and international Civil Society.

Plan International especially invites applications from women and people with disabilities for this position, and for all positions.

The Country Coordinator position is a local, Timorese, position. Applicants must be of Timorese nationality, or have the right or  permission to live and work in Timor-Leste.

Background. Plan International has worked in Timor-Leste since 2001. Our main focus is on Aileu and Ainaro Municipalities. A new Country Strategy for 2017/18 is under development, building on current (2017) Programs in Early Childhood Care and Development; Water, Sanitation and Hygiene; Youth Empowerment; Women’s and Girls’ Participation in Local Governance; Child Protection; Disaster Risk Management in Schools and Women & Coastal Resources. Plan International’s work in Timor-Leste is made supported by a range of bilateral and multilateral donors, private foundations and individual grant donors and several thousand individual Child Sponsors.

SUMMARY OF ROLE

The Country Coordinator will be responsible for

  • Managing on-going implementation of development activities in Plan’s main program and sponsorship areas: Aileu and Ainaro Municipalities
  • Managing the Country Office Annual Budget, approximately $3-4m per year, from Child Sponsorship and grants
  • Overseeing Plan’s Child Sponsorship operation, with growth from 14,600 Sponsored Children in 2017 to 20,000 in 2020.
  • Undertaking influencing and advocacy work for the rights of Timor-Leste children and young people, especially girls and children and young people with disabilities
  • Overseeing management of the grant portfolio and relationships with the Plan National Organizations (e.g. Sweden, Germany, Australia, US) and local Missions of Development Partners
  • Leadership, management and development of the Timor-Leste staff team of over 90 staff (at March 2017) and of the Management Group, in line with Plan’s Values and Behaviours
  • Management of relationships with ten (at March 2017) Timorese Civil Society Organization partners
  • Ensuring gender balance in Plan staff at all levels, from frontline to senior management
  • Ensuring staff safety and security
  • Representation at senior level – e.g. Ministry of Education, Ministry of Social Solidarity, Ministry of Justice, National Child Rights Commissioner,  Embassies, UN Resident Coordinator, heads of UN agencies, heads of INGOs and major Timorese CSOs
  • An active role in Humanitarian Country Team, and preparedness to respond to disasters and emergencies
  • Contributing to Plan policy and management at Asian and global levels
  • Contributing to the strategic development and delivery of global programming, in both humanitarian and development contexts, in line with Plan International’s mandate, global strategy and purpose and value.
  • Leadership and management of organizational change with a focus on building and maintaining positive employee relations and inculcating of Plan International’s global values and behaviours

Knowledge, Skills, and Behaviours Required

Knowledge

  • Knowledge of latest global lessons and debates on effectiveness in development, emergency response, gender equality and inclusion
  • Knowledge of Timor-Leste and factors affecting the rights and well-being of children and young people, especially girls and the most vulnerable
  • Knowledge and understanding of transparent, accountable, efficient and effective financial and asset resource management, and donor compliance
  • Knowledge and understanding of HR issues in the Timor context, including Labor Code
  • Proficiency in computer operations (Microsoft Office Word and Excel) is required

Skills

  • Proven skills in the development and management of effective, motivated, gender balanced teams
  • Proven analytical skills
  • Excellent communication skills, comfortable with media and public speaking
  • Excellent written and spoken English, fast English reading/comprehension speed, required
  • Fluent Tetun and/or or Bahasa Indonesian required

  • Plan International does not tolerate child abuse. Appropriate reference and background checks will be carried out prior to job offers.
