Administrative and Finance Officer
Location: Dili, Timor-Leste
Status: Local National Consultant
   
Project Description:
IFES is an international, nonprofit organization that supports the building of democratic societies. IFES promotes democratic stability by providing technical assistance and applying field- based research to the electoral cycle in countries around the world to enhance citizen participation and strengthen civil societies, governance and transparency. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 145 countries.
Currently IFES is looking for an Administrative and Finance Officer to help project implementation in Timor-Leste.

 

Job Responsibilities:
  • Ensure adherence to IFES policies and procedures for records management, travel, logistics, and other administrative procedures;
  • Prepare and monitor budgets, financial reports and cost projections;
  • Maintain accurate and timely banking records, and plan and monitor country cash flow requirements to ensure the smooth implementation of IFES programs;
  • Supervise and review petty cash custody and petty cash reconciliation on a bimonthly basis;
  • Prepare vouchers with proper documentation and manage entries in IFES Quickbooks accounts;
  • Provide oversight of human resource management systems to ensure they meet IFES rules and regulations;
  • Manage and supervise all field office procurement and expenditures, and ensure they are in accordance with donor and IFES policies and regulations;
  • Provide overall administration and logistic support for IFES-supported events, the IFES Timor-Leste office, and international staff and consultants;
  • Maintain an updated inventory of IFES equipment;
  • Perform other duties as needed.

 

Qualifications:
  • Demonstrated experience using Quickbooks for effective tracking of office expenses;
  • At least 4 years providing administrative, financial, procurement, and human resources support;
  • Excellent communication skills and excels in working in and leading a team;
  • Fluency in spoken and written English and Tetum;
  • Prior experience with implementing USAID funded programs is a plus.
  • Bachelor’s degree preferred
