WFP Timor Leste UN World Food Programme in Timor-Leste
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP has been present in Timor-Leste since 1999. WFP focus in Timor-Leste is on building the capacity of the Government of Timor-Leste in managing supplementary feeding through the Ministry of Health’s Mother-and-Child Health and Nutrition programme. Technical assistance and Government capacity development, with a strategy for hand-over of a sustainable food-based programme to the Government are key priorities. Through the capacity building focus, targeted boys and girls between 6-59 months and pregnant and lactating women benefit from the project. The activities of the organisation are focused on the following areas: Ainaro, Oecusse, Bobonaro, Covalima, Dili and Ermera. WFP supports KONSSANTIL and the Zero Hunger Challenge and has aligned its activities with both UNDAF and Government policies. Job Title: Programme Assistant – DHS (1 position)

Duties and Responsibilities
Under the direct supervision of the M&E Officer and general guidance of the Programme Policy Officer, the Programme Assistant shall be responsible for the following duties and tasks:
Coordination, Communication & Liaison
* Support DPHO for all types of coordination and communication among the district and sub district levels as well as community level
* Support and on-the-job training for DPHO for planning (monthly, quarterly & annually), monitoring the day to day implementation of the plan
* Liaise with the DHS, CHC and HP through DPHO to implement the program
* Support networking with the other relevant ministries (KONSSANTIL)/department/
* Support DPHO in engaging local groups, PSF, xefe suco and other stakeholders in program socialization at grass roots level
Nutrition Programme Implementation
* Assist the Nutrition section in providing on-the-job training and guidance to health facility staff
* Support DPHO for training, community mobilization, socialization and nutrition educations session on need based
* Under the leadership of the Nutrition section, assist roll-out of capacity building sessions for PSF/other community groups, as needed
* Support DPHO and Nutrition Coordinators in conducting nutrition education sessions at community level
* Liaise with DPHO, DHS and CHC managers to reinforce ownership; flagging technical capacity challenges for follow-up by the Nutrition Unit
Nutrition Programme Reporting and Documentation
* Ensure that TSFP formats are filled correctly by health staff during monthly monitoring visits
* Collect all monthly log data from all the health facilities and transmit to Nutrition section of WFP

General Monitoring
* Conduct joint WFP-MoH monthly monitoring visits, using M&E tools for post-distribution monitoring to track activity implementation, quality of service delivery, and progress of nutrition programme activities at health facility level.
* Complete all monitoring tasks in line with monthly workplans prepared with the support of the Field Coordinator and the Head of M&E. Each month, these tasks include, but are not limited to:
o Review of previous month monitoring results with MoH DPHO, including presentation of results to DHS director.
o Planning and coordination with DPHO, CHC and HP staff to plan routine monitoring visits and beneficiary interviews
o Preparation and submission of monthly field visit plan and budget to Field Coordinator
o Conduct joint field monitoring visits with Nutrition DPHO to a sample of HPs and CHCs at sub-district level
o Submit data collected to MoH and to M&E unit at CO
o Consolidate and verify data collected
* Perform monthly data collection and ensure quality and timely submission of monitoring data
Logistics
* Complete monthly Logistics checklists to verify storage conditions and completion of deliveries at health facility level
* Inform WFP Logistics Unit and Field Coordinator of bottlenecks and challenges to delivery, storage and transport of commodities
* Perform monthly verification of stock card at Health Facility level against distribution data and to ensure that stock movement is correctly recorded and tracked over time
* Assist in providing field-level information on stock balances for preparation of Food Release Notes (FRN) and ensuring food availability at district level following release of FRN.
* Verify waybill information at Health Facility level
* Perform any other related duties as required by management from time to time.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
* Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
* Has contributed to implementation of programmes.
* Has observed or assisted with policy discussions.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English
