Governance for Development Program

National Information Technology Adviser

Cardno Emerging Markets is seeking qualified and experienced National Information Technology (IT) Adviser with programming/coding skills to support the Planning, Monitoring and Evaluation Unit (UPMA) of the Office of the Prime Minister.

The Governance for Development (GfD) program supports the Government of Timor-Leste (GoTL) to improve policy and practice regarding financial management, other systems impacting on service delivery, and economic policy making.

Government Decree Law 22/2015 established UPMA and outlines reforms that GoTL plans to implement to establish a modern budgetary governance system.  A detailed ten-year Budgetary Governance Roadmap was approved in March 2017.

UPMA and MoF have been working together to develop an integrated budgeting tool, which incorporates planning, procurement, costing, and M&E components and is designed to reduce workloads associated with the new program budgeting structures in the state budget.

The National IT Adviser will provide specialised IT support and advice to UPMA to help roll out the budgeting tool, manage information flows, and conduct data analysis and data visualisation, as the Budgetary Governance Roadmap is implemented.

This is a locally engaged adviser position and will be based in Dili.  Applicants must have basic programming / coding skills; experience with basic database design principles, database environments and database query languages; and a tertiary qualification.
