The Program
The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to enhance human development over the next decade. PHD’s vision is to support the people and Government of Timor-Leste to build and sustain healthy, educated and prosperous individuals and communities, who live with dignity and determine their own future. PHD brings together, under one program, what were previously eight separate Australian Government investments in health, education, sanitation, water, nutrition, gender equality, disability and social protection.
The long term vision for the water sector in Timor-Leste is that the proportion of Timorese without access to sustainably maintained, safely managed drinking water at the household level, free of faecal and priority chemical contaminants is halved in target areas by 2026.
The Position
The WASH Coordinator – Bobonaro will oversee all program activities (water, sanitation, and hygiene) to contribute to the achievement of ‘hygienic’ status in Bobonaro Municipality. The Coordinator will be responsible for managing program staff, overseeing NGO inputs associated with the initiative and will be the main point of contact between the Municipal Authority and PHD. The majority of work during the first year will be targeted at Atabae Administrative Post. The Coordinator will ensure that women and social inclusion is strongly addressed, working closely with Municipal Water, Sanitation, Environmental Services (SMASA) personnel, Municipal Health Services, and authorities at the Municipal, Administrative and local levels.
The ideal candidate will have relevant experience in managing similar WASH program operations, including human resources, finance and logistics; with experience in working with government and NGO counterparts and a commitment to influencing steering gender and social inclusion relevant WASH program activities.
PHD is a 5 year program to 25 April 2021. This position is available for 12 month contract duration with possibility of extension based on individual performance, approval of program budget and alignment with ongoing program work plan.
