INTRODUCTION:

CARE’s long term program will focus on women and girls in rural disadvantage areas with four priority areas: SRM Health and Rights, Women’s Economic Empowerment, Women’s Voice and Education.
PURPOSE OF THE POSITION:
The role of the Field Officer is to ensure all project activities are implementing effectively and efficient at schools and communities level. S/he represents the project as focal point at the field level or municipality and is required to build and maintain good relationships with local government, International Non-Government Organizations (INGO’s) / Local Non-Government Organizations (NGO’s) and others stakeholders.
This position is based in Baucau, Covalima and Liquica
MAIN RESPONSIBILITIES:
PURPOSE OF THE POSITION:
The role of the Field Officer is to ensure all project activities are implementing effectively and efficient at schools and communities level. S/he represents the project as focal point at the field level or municipality and is required to build and maintain good relationships with local government, International Non-Government Organizations (INGO’s) / Local Non-Government Organizations (NGO’s) and others stakeholders.
MAIN RESPONSIBILITIES:
1. Project Planning
· Support the Deputy Project Manager to develop project implementation schedules and plan for the year;
· Develop monthly work plans for project implementation and ensure the activities are conducted as per the plan; and
· Develop magazine distribution plans every three months.
2. Project Implementation
· Collect beneficiary data and ensure it is verified and entered into the system;
· Prepare the distribution tools and distribution report per edition;
- Manage project advances, expenditure and financial acquittal with support from the Project Support Officer;
· Distribute the magazines to each school and target communities in the municipality(s) based on the plan and deadlines;
· Identify and record project beneficiary/stakeholders success (i.e. impact) stories;
· Facilitate community dialogue activity at Village / Suco level;
· Facilitate workshops at the administrative post level; and
· Participate and be involved in Village / Suco’s council meetings as required.
3. Communication and Coordination
- Effectively communicate with supervisor, colleagues and others CITL project staffs as required;
- Coordinate and accompany the visit of management teams or donors in school and communities;
- Actively coordinate with the Municipality Director of Education, School Director/Coordinator and teachers;
- Regular coordination with Municipality/Administrative Post staff/person including local authorities to ensure the community magazines are distributed to each house hold;
- Attend the trainings or workshops organized by the project or CITL; and
- Represent CITL in the field.
EXPERIENCE AND QUALIFICATIONS:
- Minimum University Diploma and/ or Vocational Training in Logistics or materials distribution or equivalent plus a minimum 2-3 years’ relevant work experience, preferably in logistics in INGOs and NGO’s;
- Proven experience in preparing accurate and comprehensive reports and ensure that the information is distributed to appropriate stakeholders such as DPM; Municipality; M&E; etc.;
- Knowledge of municipalities and community participation;
- Demonstrated organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment;
- Ability to drive the motorbike in rural area and have a valid drive license.
- Demonstrated ability to take direction and to work as part of a team;
- Proven experience in following standard policies, procedures and processes;
- Demonstrated ability to be creative and well-motivated;
- Demonstrated good interpersonal skills, sound judgment, planning, team building and facilitating skills;
- Good oral and written Tetum and English communication skills; and
Intermediate (very good) in Microsoft Office with knowledge in Microsoft Word, Excel, PowerPoint and other database programs, use of Smartphone or tablet an asset.
