Summary of the position

The Project Officer manages the Guaranteeing Children’s Right to an Identity and Nationality in Bobonaro District grant project. The Project Officer should have experience managing health and/or development projects, also in networking and collaboration with Timorese government officials in the district, and have solid report-writing and communication skills. A basic understanding of the Timorese legal system, civil registration, and child rights are an added advantage.  This two-year project begins in July 2017, with funding approved on an annual basis.

Background

The primary goal of the Guaranteeing Children’s Right to an Identity and Nationality in Bobonaro District project is that children ages 0 to 5 in Bobonaro District of Timor-Leste will have improved access to birth registration. The project will be implemented over two years in 20 villages in Balibo and Maliana in Bobonaro.

The project has three main objectives:

  1. To strengthen the capacity of national and district level authorities for effective birth notification, registration, and certification of children ages 0 to 5
  2. To socialize the Civil Registration Vital Services (CRVS) system at the village level through increased awareness raising among parents, caregivers and village officials on the importance of birth registration and CRVS
  3. 90% of children and infants from 20 villages in two sub-districts in Bobonaro district have their births registered

For this project, the Project Officer and other relevant staff will closely collaborate with key government officials and leaders at the national and local level to catalyse the birth registration process and link health services/facilities to other key sectors involved in birth registration. This project will work to strengthen the CRVS technical committee, engaging all key stakeholders to support them in carrying out their essential functions of the birth registration process.

Major duties and responsibilities

  • Organize and support high level coordination meetings with government officials from Ministries of Health (MoH), State, Justice, and Finance;  promote the birth registration project at the national level
  • Where necessary, supervise/support ChildFund Timor-Leste’s field-based staff to implement and coordinate activities of frontline service providers in the promotion and education of civil vital registration at the community level
  • Collaborate closely with government officials to strengthen the national CRVS technical committee and support them in policy development, capacity building, and oversight of the CRVS system
  • Develop and strengthen a network of Dili-based and community-based stakeholders for implementing, coordinating, and monitoring the birth registration project
  • Work with ChildFund Timor-Leste’s Programs team to document best practices, lessons learned, and challenges of birth registration and health projects to meet donor and ChildFund requirements
  • Assist the Program Manager as requested in resource mobilization: concept development and proposal writing for new related grants
  • Participate in regular coordination meetings with ChildFund Timor-Leste’s Programs team and attend staff meetings, in-service training, and continuing education programs as required
  • Perform any other duties as assigned by the Program Manager or the Country Director

Qualifications and experiences

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.  Essential qualifications and experience include:

  • The candidate must hold a University Degree or Higher Diploma in Health or health-related courses; a postgraduate degree (MPH, MSc) in health-related field will be an advantage.
  • 3+ years’ experience in working in the human service or social services and/or with a non-profit agency, preferably a community-based organization; previous work with MoH is an added advantage.
  • Report writing skill is required. Training in Public Health is an added advantage.
  • Demonstrated knowledge and skills in community health issues is required, especially Maternal and Child Health.
  • Computer proficiency in general office software applications (i.e. Word, Excel, Powerpoint, Outlook)
  • Demonstrated experience with the design, implementation, management, and evaluation of programs
  • High level written and oral communication skills in both Tetun and English
  • Good oral/written communication and organizational skills
  • Must be able to travel to the program locations in the field, i.e., target villages and to Dili.
